The 0 to 10 scoring scale gives workers, parents and young people a shared way to look at odour, cleanliness, hygiene and maintenance across the home. It is designed for use during a home visit, with space for notes and flags where immediate attention or follow-up tasks may be needed.
Home conditions assessment sits at the centre of this safeguarding and child welfare tool, helping professionals record how the living environment may be affecting a child. The form covers 20 factors, including strong odour, dirty kitchen floors, dirt in other rooms, poor decorative order, dirty bathrooms, furniture, bedding, clothing, cutlery and cooking equipment.
Each area is rated from 0 to 10, with clear anchors explaining what a low, mid and high score means. Separate scoring lines for professionals, parents and a young person support comparison of different views, while the notes boxes encourage evidence, examples and observations rather than vague judgements.
Social workers, family support workers, early help practitioners and safeguarding leads could use it during announced or unannounced home visits, child neglect assessments, parenting work or reviews of progress. Where there is more than one child, the guidance suggests assessing the impact on the most vulnerable child, such as a baby, toddler or child with additional needs.
The practical value is in turning concerns about a dirty home, unsafe hygiene, poor home maintenance or environmental neglect into specific actions that can be reviewed. It also reminds practitioners that a clean and organised house does not rule out other forms of abuse, emotional neglect, domestic abuse or harm.
